Born March 12, 1955, Joe Carollo was elected the youngest Miami City Commissioner in 1979 at age 24, coinciding with increased Latino representation. He served as mayor from 1996-1997 and again from 1998-2001 after successfully challenging the 1997 election results over alleged absentee ballot fraud. During his mayoral terms, he was central to the Elián González saga in 1999-2000. After losing the 2001 mayoral election, he briefly served as Doral City Manager in 2013-2014 and was reinstated in 2017 before resigning. He returned to the Miami City Commission in 2017, representing District 3 until terming out in 2025. His latest mayoral bid in 2025 ended in fourth place.
