Born in Cuba in 1952, Carlos Álvarez emigrated to Miami at age eight with his family fleeing the Castro regime. He earned a Bachelor of Business Administration from Florida International University in 1974 and later trained at the FBI National Academy. Álvarez entered politics after a career in law enforcement, serving as Miami-Dade Police Chief before winning the 2004 mayoral election against Jimmy L. Morales. Re-elected in 2008, he successfully pushed a 2007 referendum expanding mayoral powers for direct bureaucratic control. His tenure ended in 2011 following a recall election amid budget controversies. Post-mayoralty, he has remained connected to Miami through his lifelong residency and public service legacy.
