As City Manager, Noriega oversaw Miami's $1.788 billion annual operating budget and managed day-to-day operations across city departments. His tenure was marked by significant salary increases for his own position, which outpaced union employee raises and contributed to scrutiny of city spending under incoming Mayor Higgins. After leaving office, Noriega formed Kairos Development Advisors, LLC in November 2025 while still serving as city manager, partnering with Larry Spring to provide development consulting services.

Arthur Noriega V holds a BA in economics from the University of South Florida (1985-1990) and is originally from Tampa. He was appointed Miami City Manager in February 2020 by then-Mayor Francis Suarez following Emilio Gonzalez's resignation. During his tenure, Noriega's salary increased 69% to over $525,000 annually, making him the highest-paid municipal employee in Miami-Dade County. He stepped down from the city manager position in January 2026 when James Reyes was sworn in as his successor, following Mayor Eileen Higgins' election victory. Prior to his city manager role, Noriega served as CEO of Miami Parking Authority.
