Carlos A. Migoya built a 40-year career in banking before serving as Miami's City Manager in 2010, where he tackled severe budget issues for a symbolic $1 salary. In May 2011, he became President and CEO of Jackson Health System, one of the nation's largest public healthcare networks, reversing years of massive losses to achieve surpluses while improving care quality and patient satisfaction. A Florida International University alumnus with degrees in finance and an MBA, he has deep ties to Miami through his leadership roles and education. He recently stepped down after nearly 15 years, recommending successor David Zambrana, leaving a revitalized system anchored by Jackson Memorial Hospital and partnerships with the University of Miami.
