Brian Armstrong is a licensed professional geologist with a Bachelor of Science in Geology and a Master’s Degree in Hydrogeology from the University of South Florida. He has over 26 years of experience in water resource management, starting as Water Supply and Resource Development manager for the Southwest Florida Water Management District, then advancing to assistant director at the Florida Department of Environmental Protection's Southwest District. There, he restructured operations, reduced costs, and implemented performance standards like SMART goals and business plans. In 2016, he was appointed Executive Director of the Southwest Florida Water Management District after serving as assistant executive director, where he introduced Six Sigma principles, SMART goals, and developed the first Business Plan. His career highlights include negotiating the Polk County Regional Water Cooperative with 17 municipalities. He maintains a strong connection to South Florida through his leadership in the region's water management.
